City Of Houston Down Payment Assistance The Homeownership Incentive Program (HIP) provides assistance to homebuyers in the general public by lending between $1,000 and $12,000 as a 0% interest / no payments second loan which can be used for the down-payment required by your lender and some of the additional costs associated with purchasing a home. 75% of the loan will be forgiven.

Participants in the child development program may be responsible for fees that cover each dollar amount up to, but not including, the minimum value in the next numerical income category (e.g. families in Category I may be responsible for fees of no more than $59.99, as fees of $60 fall into Category II).
